The circular states that unmarried male officers serving in certain posts should be placed on the higher male scales, 'in future professional and technical officers will be remunerated on the basis of separate scales for men and women'.

Note from MOM, Department of the Taoiseach, 25 October 1952, stating that the President had received a letter from Miss Helena Moloney [Molony] in which she mentioned the establishment of an institution in which 'veterans of the struggle for independence who were in poor circumstances would live with their wives in their declining years'. Miss Moloney also requested the President to send a representative to a meeting of the Countess Markievicz Memorial Committee.

Letter from M O'Muimhneachain, to the Private Secretary, Minister for Finance, 31 October 1952, in relation to representations made by Miss Helena Moloney [Molony] concerning the establishment of an institution in which 'veterans of the struggle for independence who were in poor circumstances would live with their wives in their declining years'. The letter states that the matter was discussed at departmental level in 1933, however 'so far as this Department's records show, the matter does not appear to have been pursued further at that time'.

Description:

Copy letter from Helena Moloney [Molony], 226 North Circular Road, Dublin, to President Sean T O'Ceallaigh, October 1952, regarding the Countess Markievicz Memorial Committee. Within the first paragraph of the letter she voices her concern that there is no real national monument to commemorate those who have died for Ireland. The letter also outlines her proposal for the establishment of an institution 'in each province to house old veterans of both sexes, beginning with those of 1916 and continuing for the National Army and Army Nursing Service'. She refers to the case of Maire Perolz 'well known and life-long worker and fighter Maire Perolz and her husband both died in the South Dublin Union within a couple of months of each other, separated at the end of a long married life'. She suggests that derelict buildings might be utilised for the home. 'There are many derelict buildings which, with a little imagination and taste, could be made a happy haven for those who at present feel they have lived too long and are unwanted. For instance, Kilmainham Prison, which in any case should be preserved as a National historic monument'. A list of the members of the Countess Markievicz Memorial Committee is attached to the letter.

Description:

Copy letter to Oscar Traynor, Minister for Defence, from President Sean T O'Ceallaigh, 21 October 1952, regarding a letter which he received from Miss Helena Moloney [Molony] on the subject of the establishment of a home for veterans. The President states that he 'remembers her at all times as being one of the most earnest and successful women workers in the cause'. Within her correspondence she also refers to the restoration of the Countess Markievicz memorial in St Stephen's Green which was badly defaced. The President advises the Minister for Defence to consider her suggestions including those made by Miss Moloney as to the provision of assistance for those comrades 'in the fight for freedom who for one reason or another have fallen by the wayside'.

Description:

Copy letter from Oscar Traynor [Minister for Defence], to President Sean T O'Ceallaigh, 27 October 1952, regarding suggestions made by Miss Helena Moloney [Molony] on the subject of the defaced Countess Markievicz memorial and also on the possible establishment of a home for veterans. The letter states that a decision has been taken to replace the defaced memorial with 'a bronze bust of new design'. The Minister states that it is not feasible to establish a home for veterans as 'under the new Health Scheme, all persons in the middle and lower grades are now entitled to free hospital treatment which, whilst costly to the state, would be much cheaper than the proposal of Miss Moloney for the old IRA'. He requests permission to forward Miss Moloney's letter to the Taoiseach, because of 'the interest which he has always shown in regard to these questions'.
