Description:

Memorandum on Social Security and National Insurance in Great Britain, 1944 [possible date]. The memorandum refers to a White Paper outlining national policy on social security. 'The White Paper amplifies an announcement made in Parliament in July 1944, that a Ministry of Social Insurance was to be set up to administer the whole field of Social Security, to cover Unemployment, Sickness and Accidents, and to provide Old Age and Widows' Pensions, Family Allowances for Children and Death and Maternity grants'. The new scheme of National Insurance divides the population into five classes. 'Employees, self-employed, housewives, adults who do not earn, children and those over working age'.

Description:

Statement by DJ O'Donovan, Chairman of the National Health Insurance Society, Ireland, 4 September 1946, giving an overview of the proceedings at the International Conference of Social Insurance which was held at Geneva in September 1946. The statement was prepared in consultation with officers of the Department of Local Government and Public Health and provides a survey of health services in Ireland. 'Maternity and Child Welfare, a service for expectant and nursing mothers and children up to five years of age, is administered by the health authorities in co-operation with voluntary agencies ... as has been announced in debates on the new Public Health Bill, it is proposed to merge this service with the Maternity and Child Welfare Service into a single comprehensive Mother and Child Service catering for expectant and nursing mothers and for children up to sixteen years of age'. Amongst other topics, the statement refers to infant mortality and maternity hospitals. 'To meet the problem of infant mortality in Dublin City the metropolitan Corporation has been recommended to adopt an improved infant welfare scheme, to be operated by three maternity hospitals in the city. The scheme will be associated with the ante-natal and post-natal care of mothers'.

'The following is an outline of the existing income-maintenance schemes and their administration and of possible lines of co-ordination, integration and development which should be facilitated by the establishment of the new Department of Social Welfare'. Widows' and Orphans' Pensions are discussed and three tables at the end of the memorandum show the Government's annual expenditure on maintenance schemes.

Letter from WR O'Hegarty, Joint Hon Secretary, Joint Committee of Women's Societies and Social Workers, Dublin, 10 December 1946, recommending a woman for the post of Minister for Social Services. 'In all matters connected with the home or with the care of children and old people, in fact, in all matters dealing with the human element, whether in institutions, hospitals, schools, or the home, the qualities and experience of a woman are invaluable ... Women have always evinced a great interest in social work, which would augur well for the appointment of a woman to direct and control such work'.

Description:

Letter from Sheila Mulcahy and Rosamund Jacobs, Women's Social and Progressive League, Kildare Street, Dublin, to the Taoiseach, 3 December 1946, requesting that a woman be appointed as Minister of Social Services. 'Our reasons for this request are that both sexes should be represented in the Government so as to ensure a fully balanced view of social needs and interests; Social Services in particular are concerned with matters on which women have more knowledge and experience than men; they are part of National housekeeping in which the nation cannot afford to dispense with the guidance of the housekeeping sex'. This letter was also circulated to the editors of the national newspapers and religious leaders.

Letter to the Taoiseach from the Irish Housewives Association, 21 December 1946, expressing their deep regret at his failure to grant the request of the Women's Social and Progressive League, to appoint a woman as Minister for Social Services. 'We too feel that women are in closer contact than men with the community's needs in this respect, and that their direct contribution should certainly be sought, particularly at the present time, when the inadequacy of our social services up to now has at last been recognised by the establishment of a new Ministry'. The letter is signed by MH Tweedy and AD Skeffington.
