Memorandum prepared by the Ministry of Education on the subject of the Gaelicising of Ireland, 1924. The Ministry, this states, `should veto absolutely all appointments in the Gaeltacht of Doctors, Nurses, Secretaries, Clerks, Registrars, Rate Collectors, Relief Officers, &c., who are not fluent speakers of Irish. The vast majority of these officers are at present powerful agents of anglicisation. They can be made just as powerful gaelicising forces if the Ministry of Local Government so desires'.

Memorandum relating to the `utilisation of Public Services in the Gaeltacht for the propagation of Gaelic Culture', no date [1924]
The section relating to Public Board and Local Government Officials reads:
`Rate Collectors, Relief Officers, Clerks, Secretaries, Registrars, Medical Officers, Nurses. The Local Government Dept. has a veto on all such appointments and, in the case of the Gaeltacht, could exercise it against any candidate but one suited to the linguistic needs of the districts'.
