Description:

Copy despatch from Passfield, Dominions Office to the Minister for External Affairs, 28 September 1929, enclosing copy documents relating to the expenditure incurred by the British Government in embalming the body of the late Miss MJ Plunkett. The despatch states that the balance of £136 owed by Countess Plunkett to the British Vice-Consul at Suez has not yet been paid. Enclosed is a copy letter from the British Vice Consul at Suez to the British Consul, Port Said, 27 September 1928, giving details of the death of Miss Mary Josephine Plunkett and stating that he had been requested by her mother, Countess Plunkett to embalm the body at her expense. However, the doctor would not proceed without a guarantee of his fee. The time being too short to send a further telegram to Countess Plunkett the Vice Consul guaranteed the fee. `As the lady's father, Count Plunkett, had been Minister for External Affairs under the Dail, I did not hesitate to guarantee the advance of public money on this matter…' However, despite telegrams and letters requesting settlement of the account no money has been paid by Countess Plunkett. Also enclosed in the despatch is a copy letter to John H Dixon, Dublin, from the British Vice Consul at Suez, 7 February 1929, acknowledging receipt of a cheque from Countess Plunkett and stating that a balance is still owed on the account. Countess Plunkett considers £25 `a reasonable fee for the embalming'. The letter explains why this cannot be accepted and why the balance on the account must be paid immediately. The letter states that a reduction in the doctor's fee for embalming was made due to the fact that Miss Plunkett was a trained nurse. A copy of the breakdown of the doctor's fee is included. A further copy letter from the British Consul at Port Said to the Secretary of State for Foreign Affairs, 12 July 1929, is enclosed with the despatch. This requests that further pressure be brought to bear on Countess Plunkett with a view to the settlement of her debt.

Letter to the Secretary, Department of External Affairs, unsigned [from the Department of the President of the Executive Council], 2 October 1929, relating to the expenses incurred by the Vice-Consul at Suez on embalming the body of Miss MJ Plunkett. `It would appear that in advancing the money in question the Vice-Consul was strongly influenced by the fact that the deceased lady's father, Count Plunkett, had held Ministerial office under the Dail, and for this reason the President is of opinion that, failing the settlement of the account by Countess Plunkett or her representatives, the question of providing the necessary amount out of public funds should be considered'.

Letter to the Secretary, Executive Council, from the Secretary, Department of External Affairs, 16 November 1929, relating to the expenditure incurred by the British Vice-Consul at Suez in connection with the death of Miss MJ Plunkett. He states that the Department of External Affairs had made every effort to get the parents of the deceased to settle the account to no avail. The papers are now awaiting the decision of the Attorney General. Once this opinion has been obtained steps will be taken to ascertain whether the amount in question should be paid out of public monies.
