Description:

Letter to WT Cosgrave, President of the Executive Council, Saorstát Éireann, from representatives of listed hospitals, 4 November 1929, drawing his attention to the `serious state' of their finances proposing that they should be allowed to hold six sweepstakes over the next two years. They propose that the prizes should include £10,000 worth of Irish manufactured goods which would help benefit Irish manufacturers. `In addition from 250 to 400 girls will be employed for two years at a cost of about £52,000.' The signatures include, G Norman Reddin, Mary Cosgrave, M ffrench Mullen on behalf of Teach Ultan, Dublin, Katherine Taylor and C C de Burgh Daly on behalf of Sir Patrick Dunn's Hospital and Sister M Polycarp on behalf of Cappagh Children's Hospital.

Description:

Report of the Imperial Conference on Oversea Settlement within the Empire. The report details a new policy to `promote the development of Empire production and consequently of Empire trade'. To this end the policy `aims at remedying the shortage of white population overseas…' A policy aimed at settlement on the land is envisioned by the report. The report goes on: `In this connection the importance of making suitable provision for the settlement overseas of women and girls must not be overlooked. A certain number of men to be settled under approved schemes will no doubt be young married men, who will be accompanied by their wives and families. But the settlement of single women and girls is also essential if the policy is to have lasting results in the development of the new communities…'

This includes under the section `Miscellaneous Amendments' details of the employment of civilians which states: `Power is given expressly to employ civilians and prescribe the terms of their employment. This is principally to regulate the position of Nursing sisters who are employed in Military Hospitals and who are neither officers or soldiers'.
