Description:

Memorandum from the Department of Finance, 10 April 1933, submitted to the Secretary, President's Office. The memorandum addresses the question of the origin of the grant, the amount of the grant and the conditions governing the grant. For example, paragraph 2 states:
`The amount of the bounty is £3. It was formerly the practice to pay smaller sums in cases where some of the children did not survive, but on review of the position in 1929 it was decided that, having regard to the smallness of the annual expenditure involved, the full amount should be paid in all cases where at least two of the children were born alive, and no variation is now made in the amount paid'.
