Pamphlet outlining the Mother and Child Health Service Scheme, 1951. The foreword of the pamphlet reproduces a letter from the Minister for Health, Dr Noel Browne. 'Surely it is our duty, as a nation based on the principles of justice and Christianity, to do our utmost to save the mothers and children of our race from avoidable disease ... When the Service is fully developed, all our mothers who choose to avail themselves of the scheme will have at their disposal for themselves and their children all the resources of modern medicine ... Let me stress the fact that the whole Scheme is voluntary. Neither in regard to mothers and children, will there be any compulsion'. A table on page 2 of the pamphlet compares the infant mortality rate in Ireland with that in other countries. 'The death rate in Ireland is far higher than it need be'. The service as it relates to mothers is outlined on pages 8 to 11. 'The Medical Profession is satisfied that expectant mothers should received medical advice at an early stage. Medical and nursing care before the baby's birth is the best safeguard against difficulties, and the means to protect the well-being of the mother and the unborn child ... for most births all that it needed is the help of a capable midwife; but the midwife must be able to enlist the doctor's help if he is unexpectedly needed ... after the birth of a baby, medical attention will ensure that the mother receives the best advice, and the child, so far as is humanly possible, the advantage of a sound start in life'. The pamphlet is illustrated throughout with photographs and drawings showing women and children at home and in hospital. The photographs were taken by the following firms: Hynes, Coady, Father Browne, Duncan, Thompson and Morath. The last page of the pamphlet shows a tinted photographic portrait entitled 'Kerry Mother and Child' by Morath. Covering letter from the Office of the Minister for Health to the Private Secretary to the Taoiseach, 6 March 1951. |
